This form was released by the Wisconsin Department of Transportation and the latest version was issued on Novem. Vehicle owners are not allowed to apply for a replacement title and to receive the confirmation of ownership until the lien is completely paid off. If the lien was filed before July 30, 2012, or there are no liens on a vehicle, the owner of such a vehicle may submit a Wisconsin Replacement Title Application. Wisconsin Replacement Title Application.Īccording to state law, if there is a lien (loan) on a vehicle, and it was submitted on or after July 30, 2012, the lienholder should apply for the replacement title.A replacement title may be applied online, by mail, or in person. A Certificate of Title is a document that proves the ownership for a vehicle and is necessary when its holder is going to sell a vehicle or use it to secure a loan. It is required to obtain a replacement if a certificate is illegible, has been lost, stolen, or destroyed. Lose that and you go through the whole process again.Form MV2119, Replacement Title Application, is a form that has to be completed in the state of Wisconsin by the owner of a vehicle or the vehicle lienholder to replace a Certificate of Title. So if we go through all this process the trailer will automatically drop from their database and the only thing you really will have to prove ownership is a title. NOTE TO SELF: If you plan to use a vehicle in a crime wait 6 years after the license expires to make sure it is untraceable. ![]() Since a pop up usually doesn't have a plate, even if it was titled orginally, it would automatically be removed from their system in 6 years time. So if a vehicle has not had a valid license plate from the state of Wisconsin for 6 years the state wouldn't have a record of it at all. The record of the title is purged from that "dead" database after 5 years. She told me that if a vehicle does not have a valid plate for a year it moves from their active database to a "dead" database. However, that doesn't mean much apparently. The state has no reference of the trailer ever being titled in the state of Wisconsin. I did also learn some things from talking with her. If no one else makes a claim on the vehicle for 5 years the title becomes a standard title. The insurance company sends them verification of the bond and they issue a bonded title. We take that value to an insurance company and get a surity bond for 1.5 times the estimated value. Once they process that they will let us know their estimated value. A LEO must inspect and record the VIN, we need to send in an MV1 along with pictures of the trailer and a letter explaining how we acquired the trailer and why we do not have a title for it. It is a process that involves quite a few things. It seems that if the PO doesn't have a title or the certificate of origin I will need to apply for a bonded title. I called the DMV and got some info from a very helpful woman named Sharon today. If that is the case how do I go about getting a title since the original certificate is long gone and the original owner unknown? Does the state just take my word for it? Do they need a bill of sale from the guy I am buying it from (who legally can't actually prove he owns it either)? My guess is that this has been lost and the trailer never titled. ![]() When the original owners purchase the trailer they would have received a certificate of origin that would be filed to create a title. If we ever were to sell the trailer to someone from IL they would need a Wisconsin title to transfer ownership. Without a title it really is almost just your word against Joe Blow as to who owns it. ![]() Still I would like to be able to title it for a couple reasons. In Wisconsin it is not necessary to title and register a trailer under 3000 pound which this trailer is. However, there is a potential snag in the works. So it looks like my wife and I are getting close to purchasing our first pop up.
